Your mower is too big for this wheel. You need to replace the wheel with a 4" wide wheel.

Will these fit a land pride fdr1660 finish mower?

I have a 72" land pride finish mower and they fit just fine. No more going out to hook it up and have a flat tire. Should last for the life of the mower.

The 10 Laminated WheelFinish Mower wBushings and Needle Bearings - 12 Axle- Fits 5 Wide Fork - 4 Pack is a high-quality product designed to prevent flat tires on finish mowers. The wheel is 3.5" wide x 10" tall and has needle bearings and bushing that are 3/4" bore. It comes with a step-down kit that drops it from 3/4" bore to 1/2" bore, so it fits a 1/2" axle bolt and 2 spacers that make it fit inside a fork that is 5" in width. The only downside is that it may require a washer to center the wheel if the fork is smaller than the wheel. Customers have used this product on Land Pride AT2572 Finish Mowers and Land Pride 1660 Finishing Mowers. They found it easy to install and very well made. It is slightly wider than the pneumatic tires it replaces, which is a good thing, and the same height, so there is no adjustment to the mow height needed. It retains some 'springiness' but not as soft as the pneumatic tire. Customers are very happy with their purchase and have reported no more flat tires.
