You can slip the belt off the larger pulley first, then the belt will come off the smaller drive pulley. The smaller drive pulley has a lip to keep the belt on.

The Ryobi 6860069 Timing Belt is a replacement part for the Ryobi BE321 Belt Sander. This belt is the drive belt from the motor to the roller that actually moves the sandpaper belt. This belt fits like a glove and is a tight fit, but if it were easy to get on, the belt would wear and fail.
