It will be pretty tight fitting but it should fit if your bag is 4x4 on the bottom and throughout. If the bottom is 4x2 or smaller rectangular size, it will not fit.

What size bags are needed?

The actual boxes that hold the popcorn are relatively small, so I would say 1 normal bag of popcorn fills 2 of the decorative boxes!

Correct! Empty bags! But very cute and fun!

Do these come with the plastic baggies?

If I remember correctly they did not.
