Yes, it does steer; turning the handles turns the whole horse. There is a 'squeaky' noise in one of the ears. Bouncing up and down on it to make it move also makes mechanical noise. It is not overly loud. I am not familiar with the wonder pony cycle, so I can't compare it.

Yes, you have to attach the head. It is very easy and takes around 1 minute.

My daughter is almost five years old and 37 inches tall. Would a small be too small for her?

The small pony is 29 inches from horse head to the ground. It suits children from 3-5 years old. For your daughter, it is recommended to get the medium pony which has three-level adjustable pedals and suits children 3-9 years old. The medium horse can be used for a longer time.

Will this horse work on a low profile carpet?

It works on VERY low-profile carpet, but works best on hardwood and tile floors. The wheels are similar to rollerblades, so if you can't rollerblade on the carpet, the horse wouldn't be able to roll either.
