No it will be 39 inches with one hand rail.

How long should I get for a 7.5 inch rise?

I assume that 7-1/2" rise over the length of the ramp? If so, simply take the height of the top mounting surface of the ramp & divide it by 7.5 This will give you an approximate length of the ramp. Simply round up or down to the nearest length of ramp available. The longer the ramp the smaller the incline will be, thus the easier to push a wheelchair or walk up the ramp.

Can you use this for pool access?

I use ramp to get from backyard deck over steps to go down to cement deck around in ground pool but do not access pool with ramp. I use my wheelchair to pool steps that are shallow and have handrails to assist me in and out shallow end of pool.

Will it work with outward swinging door? Patio to sidewalk?

I think the door would hit the handrail so I would say that it would not work that way. We used it on a sliding glass door.

How does it attach to the house and is there a top plate?

There is a lip on the end of the ramp. I installed them over top of a set of wooden steps. I simply drilled a hole through the lip & used lag screws to fasten them down to the wood steps. The other end of the ramp has a lip that rotates to match up with the surface that it sets on. If you are attaching to the side of your house, you would need to fasten a header board against the side of your house & fasten the top lip to it. Additionally, you could drill holes and pound some rebar stakes into the ground to keep the other end of the ramp from moving around.

It is available in different lengths and can be used on a slab or wooden steps. The ramp is recommended for use on sliding glass doors or inward-swinging doors. It is easy to assemble and sturdy. While the welds could have been cleaned up better, the grip panel is good even in slippery conditions. The grooves in the surface protect against slipping. The rubber end caps may not fit tightly, but they can be secured with glue. The ramp could benefit from longer handrails for wheelchair users.
