No, the sticks need to be put inside the holes to glow. The inner part (holding batteries) has to be removed as well in order for the sticks to glow.

Japan LED Light Incense stick

The Japan LED Light Incense stick is a small-sized incense pot, suitable for a small altar but not recommended for other uses. Some customers have experienced issues with the brightness of the LEDs and one of the LEDs stopped working after a short period of time. However, overall the product works as expected and the bright red light and long-lasting batteries are a highlight. The only downside is the long shipping time from Japan.
