Our driveway is uneven. Do I install the wheels with the gate open to the spot where driveway is lowest?

No, you should not install the wheels where they touch the lowest part of the driveway that the gate passes over. The springs may not compress upward enough when the gate passes over the highest part of the driveway, potentially stopping the gate from rolling. The highest point of the driveway that the gate passes over is the controlling point.

Can I increase spring tension by tightening the top bolt?

No, you adjust spring tension by positioning the bracket. This device does not work well on dirt or gravel.
