You do not need a coupler. We use many of these and all you need to do is cut the end a little so the tip fits into the bag.

Can someone recommend a pastry bag system with tips for dispensing chocolate mousse? Size, brand, etc...

It depends on how good your mousse is. If it's cool enough, you can use the Ateco decorator bags...the plastic coated ones. The size depends on how much mousse you are going to use. As for the tips, I'm sure you can either get them from Ateco or somebody like Sonoma. Good luck.
