If you use silicon carbide for step 3 you will not get that high of a shine. Switch to aluminum oxide as the pre-polish and 1500 aluminum oxide as the polish then go to cerium oxide for the final polish.

How would you rate the polishing performance of this yellow cerium oxide, when compared to your red cerium oxide, and your super cerium oxide?

Yellow cerium oxide is very good on softer gemstones, in the 7 & 8 hardness scale any thing harder not so good.

Yes, keep the speed down and use plastic pellet.

Is this what I would use to polish a piece of labradorite back to shiny after sanding?

Yes, you can use it on pretty much any gemstone for lapidary. Stone like labradorite can have cracks that run through and if not done right the cerium will seep into it and you will need to rework it.
