Will this fit an old hp pavillion dv6700 ? p/n cnf8141p30

I do not believe this will work with a HP dv6700. The output plug for this unit is much larger and produces more volts and amps than the original dv6700. The chargers must match almost exact because they are smart chargers and wont work otherwise.

Can this be used for a regular HP laptop that’s a Windows 7?

You MUST cross reference the HP "part number" or "Spare Part Number" of your adapter with this part number to be certain when searching for a replacement. You can find those numbers on the underside/bottom of the power supply. There are numerous different HP laptop power supplies, therefore you must match either the part number or at minimum the laptop model number with what you are looking for to ensure that you order the correct adapter.
