Yes, it should fit any normal drill, as long as your drill can accept about a 1/4 inch drill bit.

How does this attach to the drill?

You have to buy the plate. I got one from harbor freight.

Although it is strong for wood, I cannot see trying it on metal.

Would this cut through an Aluminum Downspout?

I couldn't use it; the drill bit came defective.
