Is the hammermill paper above perforated?

Um, yes. Both the name of the paper, and the picture on the wrapper show this. And yes, when torn at the perforation, there are two halves.

Can you print double sided using the printer settings?

I was able to print on both sides using my HP LaserJet Pro printer at work. At home I had a canon printer, that one was not easy to print on both sides, but I think that had more to do with the manual process and an inkjet printer.
