Where do i get the replacement zip ties to say that the water has not been tampered with?

I just get the regular zip ties from local hardware or auto part store.

Is there a cover available for this unit?

Hello, I apologize but there is no cover for this unit.

Do you just add tap water? Or do you need an additive

You will need an additive in addition to potable water. You will also need to thoroughly clean the eyewash at least once a month.

Does this station have a flat bottom, or are there short legs on there that can't be seen in the pic?

No legs- flat bottom. Comes with a wall bracket, which needs to be screwed to something substantial (not sheetrock!) it weighs quite a bit when filled
