How many sprinklers will it handle?

The amount of sprinklers that any valve will handle is based on the design of the zone the valve is connected to. Pipe size, in/out water pressure, distance, and sprinkler head specifications. One inch valve can handle up to 15 sprinkler heads. No rotor heads should be used.

Will it work with bubblers 3/4 inch? I have 16 on.

Yes, it will work with 16 bubblers. The valve's opening size is not important; it's the pressure and diameter of pipe used & distance that make a difference. The flow rate of .75 gallons per minute should be targeted to ensure that there is no run off. Normally when you start to exceed 1 gallon per minute, water tends to run off the rootball. You will most likely have to experiment to get it right.

No, it does not come in 3/4 inch size for the PEB series. However, all you need is a DURA 1 in. x 3/4 in. Schedule 40 PVC Reducer Bushing to pipe with your current system.
