Ultimately depends on water pressure, but in my installation, the answer is yes, it is less than 15 feet in both diameter and radius. If you mean 15 degrees, yes it does that too, it can go even narrower to probably 1-2 degrees.

You cannot. The adjustable of this is the pattern (up to 360 degrees). Orbit sells different heads for different distances.

Can you turn the water flow completely off?

In theory, if you adjust it to the farthest decreased point, this should completely cut off the flow of water.
