You may have to make spacers to go between the bike and the brackets, in addition to moving one set of the holes. This is what I had to do to mount it on a 2008 VTX1800.

Would this backrest fit on a 2013 Honda Shadow Phantom?

I put it on a 2005 Honda Shadow VTX 600. It is working well, but it did not fit perfectly. The lower bracket arms were shorter than I thought. I actually had to drill holes for the screws into the bracket that runs along the rear fender where it is supposed to attach anyway. The new holes were easy enough to drill. The backrest is great and is solidly attached now, and I am happy with it.

Does it fit '82 Rebel 250?

I have a 2003 Rebel and it is way too big for it. I don't think that it was meant to fit anything smaller than a 600.
