I need the exact dimensions of the bag (wxlxd) in inches. i bought some a few years ago and they are small, too small to use in a commode.

14.5” wide, 12.5” high plus 6” handles, 14” deep when opened. These only fit my RV toilet when I cut the loops on the handles. Otherwise, they aren’t big enough to fit securely.

What is the shelf life of these bags?

I've kept them in a seasonally hot garage (desert southwest) for 5 years and they were perfect. I would write clean waste for a statement from the company about real long term storage over 10 years. We have never had a leak wth these. I have probably used about 150 bags. They are on of the best in my opinion. Not cheap, but quality.

Will these work in a home depot 5-gallon bucket or are they too small? Also, is it 15 or 30 bags?

The 5 gallon bucket is too deep for these bags. In my opinion, the only way to use it with the 5 gallon bucket is if you tape the bag to the inside of the bucket - not ideal. The bags are packaged in 2 sizes - 15 count and 30 count.
