The ad says its made from pom a type of thermoplastic. somewhere else i read a comment that it was metal. is it pom or metal?

The black part is POM while the silver knob is aluminum.

Does this permanently fix the warp in the vinyl or will it need to be used every time you play the warped record?

Nothing permanently fixes warped records unfortunately. This device helps stabilize records while playing. It helps the platter do its job by reducing rumble and noise floor.

Is it better value for project carbon debut dc than the project 100$ clamp?

These clamps work very well and are reasonably priced. The Pro-ject clamp is similar to other TT makers' clamps that cost $150 or more.

Will this work with a rega turntable?

Yes, it works on a Rega Planar 3.

Will this work on a rega p1 turntable?

As long as the spindle is the same size as the hole on the LP it'll work just fine.

Is this the Michell clamp?

No, it is not. The only similarity is that the Nobsound and Michell function as vinyl clamps.
