It all depends on load...if you are worried you could ramp your starts and stops.

Where can I find a 3d Drawing for this part to load into a cad program

I made my own from dimensions I found on internet. And - they are cheap enough to just buy one and measure it.

When power is off, how many degrees of rotation is the shaft able to rotate?

I get around 3-4 degrees of backlash for my 250rpm Greartisan. Otherwise not backdriveable.

The Greartisan DC 12V 3RPM 12Kg.cm 8mm Double Shafts Self-Locking Reversible Worm Gear Motor is a powerful and sturdy motor suitable for various DIY projects. It comes with a cable and has high torque speed reduction capabilities. The motor is not back-driveable, and it is not recommended to try to force rotation when the power is off. While the product is relatively cheap and it seems well made, vibration and noise can be an issue at full speed. However, customers can cobble together a sound/vibration dampening mounting system to address this problem. Some customers also pointed out a little bit of slop in the output shafts and the need for the manufacturer to ensure the screws are torqued during assembly.
