If by 'tennis stringers' you mean the strings used to string tennis rackets, I would NOT advise using these Micro Shears. These are designed for softer, smaller plastic.

Does it come with the spring?

Yes, if you click on the first picture of it and zoom in, you should see the spring/tension bar coming out of the right grip.

Will these cut through titanium wire?

Yes they will. I use my older pair to cut the tougher wire.

Will these cut thread?

Yes, these will be able to cut thread!

Do they cut off stainless steel piercing?

I bought these for cutting leather and cord. I wouldn't use them for anything else. There are much better stronger and longer lasting cutters for what you want. Firstly, stainless steel can ruin cutters faster than anything... I would just look for something better.

Are they strong enough to cut 18 gauge wires?

They are probably strong enough to cut 18-gauge wire but would probably dull the blade very quickly.

Are the blades small enough to remove 3D Print supports that are tiny and hard to reach?

The blades are pretty small. While I use this pair for soldering needs, I have an identical pair that work wonderful for cleaning up 3D prints.

Can you use them to cut plastic canvas?

This would cut plastic canvas easily. The sharp point will allow precise cuts.
