The wheel is tight enough that trying to roll it with your fingers is not easy to do. In using it to cut through the material you will be putting enough pressure on it that the wheel will turn just as it should. I believe it's made that was so there is absolutely no wobbling of the cutter wheel.

Are clover products made in USA

It has Japan molded into the handle so my guess would be No it is not made in the USA.

Does this work with the easy circle cut quilt template?

Not sure what template you're talking about, but this smaller blade works much better with any type of curve, so I would say that it should work just fine with your template. The bigger blades don't 'corner' as cleanly as this little one does. It does fit into template slots just fine, too.
