250 mg is like 4 cups of coffee. I only take 1/3 dose for the effects of 1 cup of coffee.

I don’t see anywhere that it states that it is but I would recommend looking at the ingredients and make that determination for yourself. In my opinion I would say yes that it is but I’m not an expert.
