Can this be used on skin?

I would not use this on a person. It is made to be used with clay, paper, wood, or decorating furnishings. You should check with someone who does makeup for a similar item.

Do these fade over time?

I did a painting last year and used gilding flakes, no fading.

I don't believe they are flammable.
