Send it back mine leaks around top seal too.

Can I use this to push brake fluid out?

No, this is not that type of tool. This is a low pressure puller type. Great for draining the reservoir on your master cylinder or clutch reservoir when reverse bleeding, which is what I used it for. Worked great.

Does it long enough to extract 2013 Elantra engine oil?

You're going to possibly have to add a clear plastic tube as an extension, that would work but you will have to pull oils and re-dip it several times. I have done the same with my tractor engine.

I wonder inside the tube got some kind of grease?

Just o rings and seal, leaks all the time.
