In theory, if the stuff works properly, then yes, but it wouldn’t bond my light weight material (flour sack towels) so I wouldn’t trust it to hold a patch on.

Could this be used to attach crochet soles to crochet wool slippers?

No. It is used for cotton fabric.

Can it be used to fix a tear on a sweater?

This is a double-sided adhesive. Typically for tears, you would use this if you want to patch the tear with fabric. It shouldn't be used alone on a tear since it's double-sided. The HeatnBond UltraHold is a no sew product so you would only want to use this on a heavier weight fabric that you do not plan to sew.
