The description states that the unit does not read below 32° F, however the pictures clearly show the unit reading 28.6°F. I am confused!

Mine has registered below 32 degrees but I have not kept it in those temperatures for any length of time.

Is there a slight flange around edge to allow it to be mounted in a cut-to-size dash opening?

There is no flange to mount in a dash opening. I have mine mounted with velcro adhesive strips so I can remove it if I want to.
