I don't know if the item is gluten free but the inside was coated with a powdery substance and the bags were not as thick as the ones I had ordered from a poultry supply company. Also, the straws are very flimsy which would make it extremely difficult to use when shrink-wrapping the chicken. We ended up not using any of these bags. If possible, I highly recommend ordering ones from a poultry supply company that are made in the USA. You may pay a little more but you are getting a quality product.

will it work well for Smoked chicken?

As long as your birds are not too big, yes it will work fine. I only had trouble with my bigger birds. Make sure that you follow the instructions of how hot the water needs to be. We had to dunk a couple of them twice.

Can i use these bags after the birds are frozen? or do i have to use them before i freeze them?

It’s best to use them prior to freezing as you need to dunk them in very hot water to shrink them. Of course, this may be more opinion than fact.
