Is it normal to make a loud bubbling noise while the steam is coming out? It’s distracting!

Yes, the noise is produced as the water is boiled to produce steam. The steam escaping through the hole also produces a second noise.

Can you add milk to this steamer?

Milk should not be used with the Facial Steamer SPA. Only water should be used to fill the water tank. For best product life, we recommend using distilled water. To use essential oils with your treatment, simply place a few drops on the cotton filter of the provided extra nozzle tip and place it over the steamer nozzle before turning on the device. (Essential oils should not be added directly to the water tank).
