No, they do not fit with Chopped Engine Guards.

Do these foot pegs enhance grip in wet conditions?

Yes, the textured surface ensures a firm grip even in wet or slippery conditions.

Does this have a protective rubber grommet that goes inside the clamp?

No. They are metal on metal. Only fit 1 1/4” bars without modifications, i.e. I made PVC shims to fit my 1” bars.

Are there instructions on how to install?

I didn't get any but it's mostly self explanatory

FOVPLUE 1.25" Long Angled Highway pegs are an affordable way to add additional footrests to your motorcycle. They have a sleek black finish that looks great on most bikes. The pegs fit highway bars and are easy to install. The adjustment screws allow for the angle of the pegs to be changed to your personal preference. Keep in mind that the pegs are for resting your feet, not for standing on. Some customers have had issues with the brackets being too small to bolt to the crash bar or with the product not coming as advertised, missing rubber washers or hardware to attach the pegs. Others have found that the adjustment screws for the angle could be better. However, if they fit your bike correctly, they are exactly what you need and are very reasonably priced.
