No, the SX legs do not have much in the way of hardware. They are mostly put already put together and come with the security key needed to tighten down to, assuming you have purchased the correct crossbars.

Do legs come with locks and key? Or is 'security hardware' something else?

The SX leg chosen is dependent on this. Please refer to Rhino Rack's website to see which systems are available for your vehicle as these are vehicle specific fits.
