I suppose it could. It seals tightly but if not sitting upright, I would think it might leak. I personally would not recommend it.

Can you mail out these bags without putting it in other packaging?

I wouldn’t personally. Not sure it would handle the crushing during shipment. But you could just toss them into a bubble pouch.
