Is the package sealed air tight?

No, it isn't. Just the box you see on the picture. Mine have had a bumpy ride, and some of the electrodes were sticking out of the box.

Does the stick is the same as if I weld flex core wire and other words it doesn’t need gas?

You need an arc welder to use this. But correct, stick welding (SMAW) doesn’t need gas. The flux is around the rod and shields as you weld.

What amperage range will this work with? I have a 200amp multinprocess machine

I believe the range is 95 - 110.

What is considered a low voltage welder?

Low voltage AC arc welders would be an AC welder with less than 90V ac no load volts. Typically any AC buzz box welder such as the Lincoln 225 Tombstone and the Miller Thunderbolt or Hobart Stickmate AC arc welders would be considered low voltage AC welders.
