My Baking cups clearly say Made in China not USA.

By “grease-proof” do you mean that the paper will not absorb oil/grease from the batter and that colors will remain vibrant after baking?

I did not find these to be grease proof unless I used two of them together and even then there was some bleed-through.

What makes the liner greaseproof? Are they coated with anything?

I didn’t even know the liner is greaseproof as I used it for my chocolate truffles that I made and they were okay. However I find the paper quite thin and is hard to hold something heavy like my chocolates. With the price I paid for 300 PCs I think it is acceptable.

Has anyone used these for the babycakes cupcake makers?

I have not. I have only used them for cupcakes. I do not recommend them. Grease bled through the paper and they paper released from the cupcake.

What country are these made in?

I do not know but I know we were disappointed in the cupcake papers performance. They did not seem to be grease proof and they certainly did not release easily from the cupcake itself.

No, I baked several dozen muffins and the liners did not fade.

According to the product description the measurements are 1.97 x 1". Fits perfect in mini muffin tins.
