It needs to be used together with the slotted pens. You need to put the pens into the hole of the curling coach to make a larger size roll.

Why are the bones and tools made of cheap plastic?

Even though they are all made of plastic, they work just fine and are not fragile. You can't expect the tools to be made of real bone and be able to pay a low price for them. All of these tools are excellent to use for paper quilling.
