Does it not let water seep through where there are grouts?

You need to cut it close to the wall of the shower and you can put a little glue or grout at the ends. I did not have any problems with my shower curtain covering well enough, so I did not need to. I have purchased 2 and had no problem.

Would this come off of tile without damaging it or leaving a permanent residue? I need it for a college dorm shower so it would have to be removed.

The adhesive is very sticky. Ours hasn’t budged since we placed it 3 months ago. I would be hesitant if it was a plastic or fiberglass shower. However, if it’s tile, you’re likely to be okay. You will probably need an adhesive remover to get the residue off when you remove it.

Does this come with the silicone glue?

It does not come with the silicone.
