Yes. Choose your best three and just keep the 4th one in the off position. I have hoses attached to 3, with valves open and water always on, but sometimes fill buckets or gallon jugs from the 4th.

I am not sure what Home Depot sells for this style valve. I own several of these and have had no problems with them for two years now. Mine are used in my garden from spring till fall. They are on the ground and not protected in any manner. The valves continue to work like new. Hope this helps.

Both the faucet and hose connections are 3/4 standard size.

What is the difference between this and the splitter bought at the local hardware store?

Without having seen the one from the hardware store there probably no difference assuming the one from the local hardware store is also brass (as opposed to plastic.) With this one you do get 4 washers and a couple of rolls of plumber's tape but you can get those locally as well.

What size hose is it suitable for?

This uses standard garden hose fitting. Choice of hose diameter is up to you. Any hose with a standard female fitting will work.

Can this be put on the end of a hose so I can attach shorter hoses to get where I want, or does it have to be attached at the faucet?

I use it just for the reason you are asking about. It works perfectly.
