It probably needs feeding. By this time, all the nutrients in the original soil have been 'eaten' by the plant. Every plant needs food. Every house plant needs bright light (keep it moist, not soggy or you will rot the roots) but it will never bloom if it is starving. Get a good fertilizer, follow directions and that should help. You can also repot it into a larger pot using something like Miracle-Gro potting soil with fertilizer in it but even then the plant food in the soil will deplete after a long period. Feed it! It's hungry!

Does it bloom even in winter?

Mine bloomed from July through October. It will grow in the winter indoors but didn't bloom until I put it outside.

Listed non-toxic but in large amounts the leaves may not break down therefore causing problems.

Does this come with a heat pack?

No, I keep mine in the kitchen window that faces west in the winter and put it on my front porch during the summer. It has tripled in size and a dozen blooms on it this past summer. It is getting cooler and I will be bringing it back inside.
