Unless exposed to the sun for a very long time, there is no problem.

Is this okay for bikes with fenders?

There should be no problem, the gel will play a good anti-skid and fixed, once you fix it, it will not move.

Will this fit a fat tire bike 4 inch tires?

Yes, if the length of one strap does not meet your needs, you can connect the two together.

Is this product as silly as it appears?

I don't consider it to be silly at all but very useful.
