I think you can but I wouldn't rely on sturdiness. The sturdiness comes from the fact that you mount it on a wall (fence etc) so it will probably be wobbly just by itself. The bottom will not be in contact with the surface you are placing it on because of the side rails that the bottom shelf sits on. In other words, only the lateral metal parts will be in contact with the surface. Hope this helps :)

How much useable space on the shelf (12in, 20in?), not between the two shelfs. How much can I fit on 1 shelf?

I have 40 books on one shelf. Paperback type.
