Is this a carpet cleaner?

Not by itself. It is supposed to be used to treat the area with the odor first and then gone over with the carpet shampooer. But I have had several elderly incontinent dogs and sometimes I have used it very successfully in conjunction with the platinum pet spray they used to sell to just soak the area of carpet that got peed on and blot dry or air dry until I was ready for a full serious shampoo of the whole room (the platinum spray had enzymes that made it so you didn't clean up pee it just ate it up and it never smelled) and that little red bottle 2 or 3 times a year just made the carpet and the house smell fresh in those places where the usual treatments weren't able to do it for some reason. That was all I ever needed to guarantee that the carpet would make it another year!
