No not sand paper. More like rubber. They do keep ruler from slipping.

Would these work for ruler quilting?

These are for helping to hold your ruler from slipping. If that’s what you want then they would work. I have not tried it so it’s up to you. I just use it on my rotary cutting ruler. Not crazy about these.
