In series but "at 14V" makes no sense. 3 12V batteries in series would present a system voltage of 36V, which is proper for this charger. 3 12V batteries in parallel would present a system voltage of 12V, which would be charged with a typical 12V charger (just make sure you invest in a charger of a suitable amperage to recharge your batteries).

Does this come with the noco gcx002 cable and the noco gcx101 power cable?

Comes with power cable and cable to battery.
