Why does the top look exposed? Is this ok?

Yes, they are designed that way. If concerned, you can put electrical tape on each terminal.

Can one Kickstart T05 start/run two 15,000 BTU A/C units on an RV with a 3400-watt generator/inverter?

The Kickstart may reduce the amp draw at startup, but 3400 Watts might be low to run both units.

Are these made in America?

The one I got was made in the USA, a couple of years ago.

No, it is designed for 208VAC and 220VAC units, not the typical 110VAC of window units.

No, this is a secondary capacitor that is in series with the primary capacitor.
