Are these grinding wheels good for sharping mower blades?

This one is for concrete and masonry. Look for one with a red mark instead of the green one you see here, those are designed for metal grinding.

Can this blade be used to crack chase cracks in a concrete slab garage?

Because asphalt is softer, it requires a diamond blade with a hard bond. Other soft-bonded blades are not effective on asphalt pavement cutting.
