Was in a sealed plastic pack with Dremel Logo on it, had name 'Tungsten Carbide Cutter' written in English, and two other languages. On back of package it has Dreme, Racine WI 53406 - Made in China to Dremel specifications.

Which bit puts a hole in stone?

This bit is for grinding, not drilling. To drill into stone, you need a masonry bit. You may also need a hammer drill if the stone or concrete is hard.

Can I use this with my drill or do I have to have the Dremel tool?

You can use it with your drill, but it will not be as effective because your drill rpms will be very limited as compared to a Dremel tool.

This bit is not even good enough to cut plastic, can someone suggest an alternative

Can this cut through a titanium keyring?

Yes, Tungsten Carbide is harder than titanium.
