Never bothered to look, as I haven't used them as a USB device. I program them, then use the USB connection for power only. It was quite the adventure just getting all the drivers and software together just to program Digispark boards. I had to install Arduino 1.04 Never could get the board definitions for 1.8 to download. Google has a lot of links to resources to help. Had to join a site called Github, to download a few things. These boards all come with the bootloader installed, and work.

Do these draw more power than just a attiny85?

Maybe ever so slightly as it contains a voltage regulator but it shouldn't be anything worth noting. You can look up the specs on ST L78M05 voltage reg.

You should really lookup board pinout. It seems you can do PWM on 0,1,2 and 4.

is this an automatic tool or not? do we need to set again or not?

This is a development board that you must program yourself. Iâ€™m not sure what you mean set again.

Has anyone successfully programmed a ATTiny85 using the programming development board?

The easiest way to program is to run via Arduino / USB connection. There are many programming options available as far as development hardware. See the Ardunio forum and Youtube videos can be a help.
