12 psi is the normal psi? I think my plumber changed it because something was leaking. I fixed the leak so I will have to double check this.

12-15 psi is the factory setting, depending on the system it is installed on it may require adjustment. Anyway, if the boiler pressure reaches 30 psi, the relief valve will open letting water out... I recommend calling your plumber back.
