Still plastic when I got it a year or so ago. What I did was put cardboard in between the trays to keep it relatively in order.

The Muzerdo 131PCS Sae and Metric Coated Bearing Steel Tap and Die Rethreading Kit is a mixed quality option for users. The assortment is good for the price, but some parts seemed to have poor finishing on thread cutting surfaces and some had faint or missing size stamps. The SEA part of the kit is especially messed up, making it difficult to use with confidence. The plastic trays that the kit comes with are of poor quality and don't hold the pieces well, leading to a jumble of loose pieces if picked up by the handle. Buyers have also found them to be flimsy and lacking in strength to hold the heavy tools, causing all the pieces to fall out of place and making it easy to lose parts.
