Do these pins work with every toilet seat or do I need to purchase a separate seat?

They work with a certain type of quick release toilet seat, maybe all, but is unlikely to work on regular bolt on seats. Mine is Swiss Madison but I would suggest you check out that brand in action before buying one of their toilets just to use this hardware. I am not happy with mine. The bolt replacements might be the best part.

Would this make my seat close softly?

No, they do not make the seat close softly. They only connect to the closing mechanism currently on the seat.
