It can, but not as good, it works better on flat surface.

Can a 4 year old pull the trigger? My son wanted nerf guns for his bday, got some but gets very frustrated bc he cant cock the guns.

I purchased for my 4 and8 year old grandsons. * year old has no problem but the 4 year old seems to have some difficulty and gets frustrated when it doesn't work. The device seems simple enough to me but it does require an exact pull to activate. The youngest one does not seem to enjoy the guns at all. Hope this helps!
